NAVFAC is seeking white papers for industrialized construction solutions to replace 10 barracks buildings at Camp Pendleton, covering nearly 656,000 square feet. The agency says proposed solutions should reduce build timelines by at least 30 percent and lower design and construction costs by at least 20 percent. White papers are due October 1, 2026.
Those targets make the interfaces more important, not less. Put design release, factory quality, transport, site readiness, utility connection, and commissioning on one controlled path. Do not convert a target into promised margin or schedule until the team can prove the handoffs that support it.

Interface risk: tolerances at foundations, structure, envelope, MEP connections, and finishes can erase planned speed through rework.
Commissioning risk: completed modules are not accepted rooms until systems, life safety, documentation, and owner turnover requirements close.
The useful control is a gate plan with evidence. Each gate should name the released information, accountable owner, acceptance test, downstream dependency, latest safe date, and stop condition. If a downstream team cannot verify the input, the unit should not advance.
