Bid-day safety is a design decision.

Before a project reaches the field, the team still has a chance to remove a hazard instead of managing it around live work. That is the practical value of Prevention through Design: bring construction and maintenance exposure into the design and preconstruction conversation while a detail, sequence, access route, or material choice can still change.

Today’s decision: add one documented design-for-safety review to the bid authorization package. Give it an owner, a date, and a short list of high-consequence conditions that must be resolved, accepted, or carried visibly into the estimate and execution plan.

Move the question upstream

NIOSH describes Prevention through Design as eliminating or mitigating hazards during planning and design, with elimination and passive controls preferred over measures that require workers to act perfectly every day. In construction, the conversation should include the people who will build, commission, clean, and maintain the work—not only the people who draw it.

That does not make a design review a substitute for a job hazard analysis, a site-specific safety plan, or applicable professional and regulatory requirements. It makes those later controls more credible by reducing the number of hazards they must carry.

Use a short bid-day screen

  • Access: Can crews install, inspect, and maintain the work without improvised ladders, reaches, or unprotected edges?

  • Sequence: Does the design create a high-risk temporary condition while structure, roofing, utilities, or finishes are installed?

  • Permanent protection: Could a parapet, anchor point, guardrail, opening detail, prefabricated stair, or service access feature remove the exposure earlier?

  • Materials and methods: Do the specified components force drilling, cutting, heavy handling, confined access, or exposure-intensive work that a different detail could avoid?

  • Ownership: If the condition cannot be designed out, is it named in the estimate, schedule, subcontract scope, and pre-task planning—not left as an assumption?

Make the result usable by the field

A useful review produces more than a meeting note. It produces a decision log: the condition, the preferred design control, the owner who can change it, the fallback control if it remains, and the point at which the field team will verify it. That record lets estimating price the remaining exposure honestly and gives operations a clean handoff instead of a late surprise.

NIOSH’s current construction guidance gives concrete examples of the hierarchy at work: eliminate a dust-producing task through the detail, substitute a less hazardous material, then use engineering, administrative, and PPE controls as needed. OSHA likewise encourages design professionals and safety specialists to work together to design out hazards and improve constructability.

The field call

At the next bid or design review, ask one question before the price is locked: “Which high-consequence exposure can we remove with a drawing, detail, or sequence change today?” Name the responsible person and keep the answer with the bid record.
