Sound Transit is advancing the 3.9-mile West Seattle Link extension into final design, property acquisition, and construction planning. Construction management services are expected this winter, with major bridge, tunnel, guideway, and station contracts planned for 2027. The updated service date is 2035.
The agency identified more than $2 billion in savings, but the refined Duwamish River crossing schedule still added about two to three years. Sound Transit says the revised schedule was verified by the project team and an independent third party. Savings did not erase funding, right-of-way, utility, or constructability constraints.

Localize the Cost Index Before You Lock the GMP
Turner Construction’s second-quarter Building Cost Index reached 1552, up 1.44% from the first quarter and 5.15% from one year earlier. Turner said demand remained strongest in data centers, semiconductors, advanced manufacturing, and mission-critical facilities, particularly in the Midwest and Southeast.
The index is national. Turner cautions that it may not reflect conditions in a specific region. The firm also identified skilled mechanical and electrical labor as the industry’s largest availability challenge.
FIELD MOVE: Reconcile the national trend to the local buyout. Require three live subcontractor quotes, current crew availability, and a project-specific escalation allowance before locking the GMP or accepting a long bid-validity window.

Separate Early Work From Full Reconstruction
Florida’s Moving I-4 Forward Project 3 will rebuild Interstate 4 from west of U.S. 27 to west of ChampionsGate Boulevard. The planned section includes four general-use lanes east of U.S. 27, three west of U.S. 27, and two express lanes in each direction.
FDOT is already building accelerated congestion-relief work at the U.S. 27 interchange, including an added southbound lane and intersection changes. That early package is not the full Project 3 reconstruction.
FIELD MOVE: Track early work and the full program as separate opportunities. Prequalify MOT, drainage, bridge, ITS, and utility partners by package, then map the interfaces where one contract hands access, traffic control, or temporary work to the next.

The 21st Century ROAD to Housing Act became law on July 11. It directs HUD to identify and share state and local practices that can expand housing supply, including zoning, permitting, parking, and off-site construction approaches.
The federal law does not itself rezone a parcel or approve a project. The contractor opportunity depends on what states and municipalities adopt, when local rules become effective, and whether infrastructure capacity supports the added units.
FIELD MOVE: Build a municipality watchlist with the local HBA. Track HUD guidance, planning agendas, ordinance text, effective dates, and utility capacity. Do not count extra lots or density until the local approval is effective.
