Require a priced operating-constraints register before advancing an airport construction pursuit.
The Federal Aviation Administration announced $481 million across 191 Airport Infrastructure Grants in 36 states and two territories. The listed work includes runway, taxiway, terminal, apron, roadway, access, baggage, and safety improvements. Major examples include $100 million for Atlanta runway, taxiway, terminal, and runway-safety-area improvements, $32.5 million for terminal reconstruction in Louisville, and $30.3 million for terminal construction in San Diego.
Funding creates opportunity, but it is not a contractor award, released work window, or notice to proceed. Before leadership counts the pursuit in executable backlog, price the operational boundaries that will control production: closures, access, badging, haul routes, safety areas, temporary conditions, system interruptions, inspections, and reopening authority.
Send this to the pursuit lead, estimator, scheduler, superintendent, safety manager, security coordinator, airport-operations liaison, quality lead, commissioning lead, and executive who owns the margin commitment.
CONTRACTOR RISK & BACKLOG BRIEF
Pipeline risk: a public grant can be real while procurement, design release, bid packaging, and construction authorization are still ahead.
Phasing risk: a productive sequence on paper can fail when gates, runways, taxiways, aprons, terminals, or tenant operations must remain available.
Access risk: badging, escorts, vehicle permits, inspections, and restricted haul routes can reduce effective crew and equipment hours.
Safety risk: work limits, aircraft movement, temporary markings, lighting, debris control, and open excavations require exact field controls.
Systems risk: navigation aids, airfield lighting, baggage, power, communications, security, and life-safety systems may have different shutdown and acceptance owners.
Commercial risk: short work windows, remobilization, standby, testing, weather, and owner-directed reopening can consume contingency quickly.
Backlog risk: award value is not executable backlog until scope, release, access, schedule, funding, and accountable acceptance are documented.
FAA Advisory Circular 150/5370-2G provides active guidance for operational safety during airport construction, including construction limits, temporary runway conditions, signs, excavations, and impacts to navigation aids. Use the current contract documents and airport-approved plan as the controlling requirements for each specific project.

COMMERCIAL CONSTRUCTION
Occupied hospitals, manufacturing plants, campuses, hotels, and data centers carry the same logic. Price who controls access, when work can occur, which systems may be interrupted, what temporary service is required, who accepts the condition, and what happens when the window closes before the work is complete.
INFRASTRUCTURE INDUSTRY
Airport, rail, bridge, port, and water work often succeeds or fails at the interface between construction production and continuous public operations. Put closures, public protection, temporary works, agency notifications, inspections, testing, and return-to-service authority on the baseline schedule before committing crew flow or margin.
RESIDENTIAL RESEARCH
Occupied multifamily renovation and phased community work need the same discipline. Map resident access, utility interruptions, life-safety coverage, deliveries, inspection release, temporary protection, and daily restoration. A short work window must include both installation and safe turnover.
